Packaging and Packaging Waste Regulation (PPWR)

Prepare your data and processes for PPWR

PPWR brings suppliers, procurement, quality, packaging, compliance, logistics, finance, and IT into one data chain. We define responsibilities, organize component, material, and document data, then implement an AMODIT process aligned with your systems and operating model.

The complete data chain

One packaging design, many data owners

PPWR covers packaging manufactured in the European Union as well as imported packaging. Responsibilities differ for manufacturers, suppliers, importers, distributors, and producers subject to extended producer responsibility. Data therefore needs to move from the supplier to the right person, pass verification, and remain linked to the correct packaging version.

Before implementation

Procurement collects data in messages and attachments

Supplier responses reach different people, making it difficult to identify the component and version they relate to.

After implementation

Each request specifies the information required, while the response and documents remain connected to the supplier and component record.

Before implementation

The packaging team compares versions manually

A change of material, weight, or supplier means searching for earlier findings and collecting the evidence again.

After implementation

Every component and packaging record has a version, history, and links to the previous record and source documents.

Before implementation

Compliance checks completeness across several registers

The responsible person searches for weights, materials, test results, and decisions in files maintained by different departments.

After implementation

The process routes data for verification, records the human decision, and provides working reports for component and packaging records.

Starting point

First, we establish who owns the data and decisions

Responsibilities depend on the company’s role for a given packaging design and market. Before configuring the process, we assign ownership, identify data sources, and define control points.

Company roles

We determine the company’s role in each goods flow and market.

Packaging and components

We organize packaging types, versions, parts, materials, and uses.

Sources and documents

We identify systems, files, suppliers, tests, and documents that provide the data.

Controls and exceptions

We assign data owners, approvers, and paths for missing information or corrections.

Process rules

Your regulatory expert confirms the interpretation, and we translate it into fields, validations, and decisions in the system.

Target workflow

From supplier data to an approved packaging record

The process organizes each action and preserves the relationship between the supplier, component, document, decision, and specific packaging design.

  1. Supplier registration

Company and contact data are available when a request is created.

  2. Component record

Code, version, supplier, weight, function, and use identify the component.

  3. Request scope

The process owner selects the required weight, material, requirement, and document data.

  4. Supplier response

Information and attachments remain linked to the relevant request.

  5. Data verification

The responsible person approves the information or returns a question with a comment.

  6. Packaging record

The product is linked to selected component versions, roles, quantities, and weights.

  7. Working report

The team reviews records, versions, and the current data status.

A ready-built AMODIT solution

The PPWR process is built. We adapt it to your company.

The solution connects four processes: the supplier register, component record, packaging record, and supplier request. During implementation, we align the data scope, responsibilities, verification rules, and decision flow with your organization.

Suppliers

Supplier register

Supplier and contact data feed the component record and requests for missing information.

Components

Identification and versions

The record stores the code, version, supplier, specification, weight, function, use, and link to the previous version.

Materials

Layers and data sources

The material structure connects shares and layer descriptions with the result, method, scope, date, and source document.

Collaboration

Supplier requests

Questions are matched to the component, while responses and documents pass internal verification.

Packaging

A specific design

The packaging record identifies the product, use, and exact component versions, including their roles, quantities, and weights.

Control

Decisions and working reports

The process records who verified the data and when, while reports provide the component and packaging records needed for daily work.

Data and integrations

Source-system data, decisions in a controlled process

We design the flow so that master data comes from the right source, while AMODIT captures the information, verifications, and decisions related to packaging management.

Data sources

We identify where each item of data comes from

  • product, packaging, and component indexes;
  • suppliers and contact people;
  • materials, weights, specifications, and documents;
  • quantities and data required for reporting;
  • change history in source systems.
Astrafox’s role

We connect the process to your architecture

We define how data is divided between AMODIT, any ERP, PIM, PLM, other applications, and files. We design the exchange method, correction ownership, and version history, aligned with the organization’s systems and security rules.

Implementation path

Start with a representative group of packaging designs

The first scope lets us validate the data, roles, rules, and exceptions together. We then extend the solution to further categories, suppliers, reports, and integrations.

  1. Discovery

Roles, packaging, data, documents, and systems.

  2. Process model

    Responsibilities, validations, decisions, and exceptions.

  3. Initial scope

A selected packaging group and representative suppliers.

  4. Testing

Complete data, missing items, corrections, new versions, and withdrawals.

  5. Expansion

    Further categories, reports, and integrations.

Process views

Each role sees the data needed for its next decision

The English page describes the working views without showing the Polish-language AMODIT interface.

Component record

Every version keeps its own data and evidence

Identification, supplier, specification, materials, weight, assessment data, and source documents stay linked to the correct component version.

Supplier request

Ask for the exact information the process needs

The process owner selects a component, supplier contact, and question scope. Responses and documents return to the same case for internal verification.

Packaging record

Trace the design to specific component versions

The packaging record connects the product and design version to the parts, roles, quantities, and weights used in that design.

Working reports

Monitor records, versions, and missing data

Filtered lists support day-to-day review of component and packaging records and provide a direct path to the relevant case.

Rules and timelines

The process evolves with the requirements

PPWR entered into force on 11 February 2025 and, under Article 71 of Regulation (EU) 2025/40, generally applies from 12 August 2026. Further requirements take effect in stages, while some deadlines depend on subsequent implementing or delegated acts, including those referred to in Articles 6, 7, 12, and 24.

In AMODIT, we update the data structure, process rules, and reports as the requirements relevant to the company are confirmed. The solution can evolve without splitting the workflow into new files and registers.

FAQ

Common questions about preparing for PPWR

Who does PPWR apply to?

The regulation covers all packaging materials and packaging manufactured in the European Union or imported into it. Responsibilities depend on the company’s role as a manufacturer, supplier, importer, distributor, or producer under extended producer responsibility.

When does PPWR apply?

The regulation entered into force on 11 February 2025 and, under Article 71, generally applies from 12 August 2026. Individual requirements have their own timelines, and some depend on the adoption of implementing or delegated acts.

What packaging data needs to be organized?

The scope includes packaging and component versions, materials, layers, weights, suppliers, uses, assessment results and methods, source documents, dates, decisions, and reporting data. The exact set depends on the company’s role, packaging type, and market.

How does AMODIT support packaging compliance assessment?

AMODIT routes the data, documents, and verification process. Legal criteria are translated into agreed fields and rules, and the responsible person reviews the information and approves the decision.

Can the solution obtain data from ERP and other systems?

We design integrations with any ERP and the other data sources used by the company. During discovery, we identify master data supplied by those systems and information created in the PPWR process, then select the right exchange method.

What reports are available?

The solution includes working reports for component and packaging records. During implementation, we define additional views based on the company’s responsibilities, available data, and the format teams use in their work.

What does the 10-ton annual packaging threshold mean?

Article 44(8) provides a simplified material-based reporting scope for quantities below 10 tonnes in a given Member State. A Member State may apply a lower threshold for a specific year, so the process scope also reflects current national rules.

Where should implementation start?

Start by identifying the company’s roles, mapping packaging and components, locating data sources, and assigning the people responsible for verification. The initial scope covers a representative group of packaging designs and suppliers, allowing the full process to be tested.
